joindre means to join two things together, to attach, to enclose, to connect

Il faudra joindre votre CV à votre candidature.

You will need to attach your CV to your application.

joindre can also means to reach somebody on the phone

Je l’ai joint hier au téléphone.

I reached him yesterday by phone.

se joindre means for a person to join people

rejoindre means to meet up, to join a group

This country joined the European Union last year.

I decided to join my friends at the sailing club.
